6 a In view of., the present circumstances this
policy n is being carried out with greater care and
speed: the number of foreigners in Persia has lately
been specially reduced as result of the policy and the
numbers will soon show a remarkable diminution 0 .
7 ? It goes without saying that the method of
operation i.e. determination of unquestioned, superfluous,
and other minor matters of detail remain the affair of
Imperial Government who will take whatever steps they
consider necessary.
8 . As pointed out in conversation with Imperial
Government^[?gr 0 omit, ] today, policy of neutrality "cannot pu
into practice in respect of nationals of one State .
steps which would be incompatible with their arrangements
and contrary to their treaties and which would lead to
the abandonment of their neutral course".
9. "Imperial Government are ready to carry out
any plan they may-consider necessary for the safety of
the country and protection of legitimate rights of their
neighbours but at the same time they cannot accept any
proposal whatsoever which is contrary to their policy of
neutrality or to their rights of sovereignty".
