Minister for Foreign Affairs returned to this point this
afternoon. I had not previously understood that he regarded
Geiraan Ambassadors observation as a definite request and that
he wanted an answer as to whether we would agree to the German
diplomats and colony from Tehran coming via Bagdad and Angora
on their return journey to Geimany.

it appeared to me that this request was only continuance of
Turkey being charged with the duty of acting as intermediary
in a settlement whereas now a settlement was being negotiated
