Soviet Ambassador has received passports for members
of the Japanese Legation from the Persian Government with
the request that they be given diplomatic visas. Soviet
Ambassador has not yet received the necessary instructions
from the Soviet Government and I trust that you will
press Soviet Government urgently to give instructions
for grant of visas.
