The revised statements of
charges debited in each of the financial years 1911-12 to
1914-15 are enclosed for information, together with a classified

summary thereof. Apart from the fact that it must be a matter
of some uncertainty to estimate accurately expenditure that may
be incurred on survey operations some years ahead, I am to observe
that the excess arises partly under the heads provisions, coal, &c.,
and partly under that of works done in the Dockyard. As regards
the former heads, the cost oi the articles in question has been
continually rising since the original estimate was framed, and
as regards the latter it is particularly difficult to form an
estimate beforehand of the repairs ancf alterations that may be
required. In tnese circumstances I am to express the hope
that the excess of the charges over the estimates will not be
considered as unjustified.
