YOUR telegram No. 383 of 24th December : Russia and Persia.
Pending consideration of the several points raised in your above-mentioned
telegram, it would be useful if you could inform me in what manner the Persian
Government, in the event of withdrawal of Russian troops from Azerbaijan, would
propose to preserve law and order and secure the protection of the foreigners and the
Christian population in that province.
Please repeat to Petrograd with your reply.
