Consul, Shiraz, urges earnestly that Soulet be accorded protection as “ if
we are to remain in Southern Persia there is no alternative, and if we do not
make arrangements with Soulet, Germans will seize opportunity to do so and
could make our position untenable”.
As ex-Governor-General and democrats are hatching a plot which is to he
put into execution by help of gendarmerie, he describes situation as very
critical.
As no mention is made by Consul of Kawam, I presume Consul does no
anticipate that there will be any immediate objections from him. I think on
the whole that a letter (of) protection cautiously worded might be given.

touch with Illkhani and Illbegi, after escorting community to Malamir, m
order to keep us informed regarding Bakhtiari situation. _ Orders should be
passed quickly in the matter so as to admit of communication at Malamir
with Consul-General.
