ity and in order to have a force capable of putting
down German agitation the Cossack Brigade is uO be in
creased to 10,000 men with Russian officers. The two
powers to give or to assist Persia to obtain arms etc.

and cotton goods to provide for expenses, and to some
of the six points mentioned in my Telegram 1 . 0 . 442.
All I can say of this proposal is that it may keep
the Government from resigning for a time; Government
here confesses itself powerless and the situation is
