As you are aware, Kuwait Oil Oonpany Limited
possesses the exclusive right to explore and drill for
petroleum within the State of Kuwait, including all islands
and territorial waters appertaining to Kuwait, by virtue of a
concession dated 23rd December, 1934# granted by His Excellency

for petroleum beyond the limits of the territorial waters if
