July 1930, reporting Holmes’ intended visit to Kuwait*
As regards the policy of His Majesty’s Government
towards Holmes and the Company which he represents I think
that while there is no objection to the Eastern and General
Syndicate being granted a concession we are quite decided
that steps must be taken to ensure that any rights that

I do not think therefore there is any necessity for you
to take any action in the matter beyond reminding the
Shaikh that should he be disposed to grant the concession
it must contain non-alienation clause in the terms
