The translation of a letter from the Minister for Foreign Affairs of Persia [Iran], Meerza Abul Hussein Khan [Mirza Abu'l-Hasan Khan Shirazi], to the Chairman of the Court of Directors The London-based directors of the East India Company who dealt with the daily conduct of the Company's affairs. of the East India Company (Sir George Abercrombie Robinson). The letter communicates the events leading to the outbreak of war between Russia and Persia in the Caucasus, detailing the dispute over the frontier, the unsuccessful attempts to negotiate the settlement of the frontier, and the outbreak of hostilities and attendant uprisings by local populations in the Caucasus against Russia.

A note following the main body of the letter indicates that a letter from Meerza Abul Hussein Khan to the ‘Secretary of State’ (not included in this item) is almost identical to this letter.

This document was originally enclosed, numbered 4, in the letter of the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir, to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. of the East India Company of 6 September 1826 (IOR/L/PS/9/70/131).
