Copy of a letter from the Chief Secretary at Bombay Castle, Francis Warden, to the commander of the British expedition to the Persian Gulph [ Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ], Major-General Sir William Grant Keir, of 15 December 1819. The letter encloses a copy of the letter of the Governor of Bombay [Mumbai] in Council, Mountstuart Elphinstone, to the Governor-General of the Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. of Fort William, of 15 December 1819 (not included in this item, see IOR/L/PS/9/68/252), to which it refers. The letter gives instructions to Keir for the prosecution of the expedition against the al- Qawasim One of the ruling families of the United Arab Emirates; also used to refer to a confederation of seafaring Arabs led by the Qāsimī tribe from Ras al Khaima. and their allies, whom the British accuse of piracy, including:

  • The reduction of Ras-il-Khyma [Ra’s al-Khaymah]
  • To provide military assistance to the Imaum [Imam] of Muscat
  • The conduct of offensive operations against ports on the Persian [Iranian] coast
  • To maintain a battalion of 'native infantry' on Kishma [Qeshm].

The letter was enclosed in Elphinstone’s letter to HM Chargé d’Affaires to Persia, Henry Willock, of 15 December 1819 (see IOR/L/PS/9/68/251).
