DATED 1st DECEMBER 1908, TO HIS EXCELLENCY SHAIKH
KHAZAL, SARD A R-I-AREA, SHAIKH OF MOHAMMERAH.
After enquiry after your welfare and congratulations on the satisfactory
conclusion of your business with the Arab tribes, I have the honour to
inform you that I Ouly communicated to Government all that passed at
the interview which I and our friend Mr. McDouall had with Your Excellency on
7th January last, and also placed before them the statement of government ex-
penditure subsequently received from you through Mr. McDouall. The reply of
His Majesty s Government reached me through His Majesty’s Legation in
September last, but m view of the importance of the subject and the insecurity
o± the post, I thought it best to delay addressing you until my return to Head
quarters.
On arrival here I learnt of your own absence in Arabistan and have since
waited for your return to Failiyah.
I am directed to repeat on behalf of His Majesty’s Government the assur
ances given to Your Excellency in the letter of His Majesty’s Minister Sir
Aiihur Hardinge, dated December 7th, 1902, which is in your possession and
the terms of which I repeated to you at our interview above referred to ; and I
am then to add that His Majesty’s Government now extend those assurances to
your successors.
I am further to point out that His Majesty’s Government have engaged to
respect the independence and integrity of Persia, and to explain that that under
taking involves the maintenance of the status quo in that country and includes
the continuance of the state of autonomy which Your Excellency at present
enjoys.
It follows from the above that any external aggression upon Your Excel
lency would constitute an infringement of Persian integrity, which is recognized
by the terms of the Anglo-Russian convention.
Trusting to have an opportunity of repeating the foregoing assurances in
person at an early date, I am Your Excellency’s sincere friend and well-wisher,

The volume consists mainly of six bound compilations of treaties and undertakings, together with related correspondence and other supplementary material, made between the British Government and the British Protectorates of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , 1820-1919. These treaty compilations were published by the Government of India in 1919 and comprise: the Trucial Treaties to January 1906, Treaties with Rulers of Kuwait from 1841 to 1913, Treaties with the Sultan of Oman and Muscat from 1845 to 1914, Undertakings with the Trucial Chiefs of Oman from 1911 to 1912, Treaties with the Shaikh of Mohammerah from 1899 to 1919 and Treaties with the Rulers of Bahrain from 1820 to 1914. In addition, there is a separate Foreign Office ‘Memorandum on British Commitments (During the War) to the Gulf Chiefs’ made in 1916, which contains at Appendix A, the English text of the treaty made with the Ruler of Qatar in 1916. The treaty compilations are published in English and Arabic, except for the treaties with the Shaikh of Mohammerah, which are published in English and Persian.
