I write in confirmation of my oral reply to say that the
telegram from the Minister at Kabul dated January 14th
was in fact treated as strictly secret here and was typed out
on paper headed *Secret» and circulated only to the limited
number of persons who receive such telegrams and in a file
which is passed under cover. The insertion of the words
1 en clair* was due to a typing error.
Y 0 u can be assured that the telegram was in
fact treated in every respect as a cypher message.
