Minute by Mr Parker*
I called at the German Embassy today and Herr von Kuhl-
-roann eKplained to me the views of the German Government hn
regard to certain matters touching the Baghdad Railway ,
Ttir ish finance and river naiigation in Mesopotamia.
I asked him to allow me to make notes, as the subjects
are involved , and T pointed out that I had come to hiaten 0
lis'en to his remardks and had of course no proposals ro
ma e* The substance of his remarks was as follows
1. The Baghdad Railway Company would prefer to build
and manage the section from Baghdad to Basrah themselves
rather than abandon that section to another com} any. The
company did not, under the arrangement of 1911, definitely
aahandon their rights to do this; they at that time merely
made a declaration of their readiness to do so subject to
two conditioi* , viz:- that the Baghdad ^ail^ay Company’s ±n-
- terest in the new company should be equal to that of any
nation other than Tur ey , and that the Baghdad Railway Com-
-pany should receive compensation fo r the renunciation of
righ s secured to them under hhe original concession.
2. If His Majesty’s Government agree to point (l)
he he Societe wnuld be prepared to agree that—
