As regards the flag it will be the old type hut the one with the word
u Koweit ” in it has my approval in order to make things clear. But the expla
nation will he by means of the Articles ( ) which the boat-owners take
(with them), for it will be possible for the flag to be taken in addition by some
vessel not belonging to my subjects and hoisted when the need for it arises.
Your high opinion will look into this.
Enclosed is the copy of the Article, and if you approve it, the order is
with you.

To those who may see this my writing such as the sea-farers, inhabitants
of the ports and the Great friendly Powers, the Boat called__
owned by who is one of my subjects, inhabitant
of Koweit. We hope from the orders and knowledge of the Great and friendly
Powers that, on seeing and perusing this, they will treat the vessel in a becoming
manner, as required by the principles, laws,

adopt a flag distinct from the Turkish for
use on vessels belonging to himself or his

The Arabic language content of the papers is confined to Arabic wording on the specimen shipping certificate and drawings of the proposed Kuwait flag, between folios 192 and 201.
