The Council of State held a full meeting on Monday, the 20th instant, and one of
the officials of the Mining Department was present in order to expound the views of
the Mining Department with regard to this question. The official is understood to
have pointed out that the two firmans have been respected so far and have debarred
the Department from issuing permits in the two provinces. He was asked whether
any “permis” had really been issued, to which he replied that only three had been
granted, and explained that these had been issued during the first year of
Constitution, when affairs in general were not in a normal condition, but that legally
they would have to be cancelled. He further explained that these firmans would
have to be respected unless they were, of course, cancelled by the issue of another
firman
