Foreign Office to His Highness Prince Bahran.
Your Highness, Foreign Office, September 3, 1912.
I HAVE the honour, by direction of His Majesty’s Secretary of State for Foreign
Affairs, to inform you that His Majesty’s Government have carefully considered the
request made by you on behalf of the Zil-es-Sultan, that His Imperial Highness might
return to Persia under a guarantee for his safety.
I am to express to your Highness, in reply, Sir Edward Grey’s regret that he is
unable to reconsider the decision^which was communicated to you by His Majesty’s
Ambassador at Paris on the 20th July, 1910, and that it has not been possible to return
an earlier answer to your Highness’s enquiry.

The correspondents are ministers and officials at the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and Foreign Office in London, the British Minister at Tehran and the British Ambassador to Russia. They discuss the exile’s financial situation, future plans, and the safeguarding of his property in Ispahan until his return.
