The delay on the part of the Beda Suit,an in coming
forward is due to the fact that he has only lately settled the
affairs of his country and been in a position to move in the
matter. As this delay has occurred I am addressing you in order
that I may be assured that Government s|.ll hold the same views
as those expressed in Chief Secretary's letter Bo. 1428, dated
20th February 1906. As far as the
