2. We have no authority to offer retrospective
payment of rent for the rest house and you should
continue if you see no objection, to try to
persuade the Ruler to accept the increase from
the date of the completion of your negotiations.
On the other hand there is some force in his
argument and the case appears to he on all fours
with the question of the payment of the Guards.
We are therefore asking for discretion to offer
payment retrospectively to April 1st, 1950 (c.f.
your letter 0436/9/51 March 21st to Felly)
if this proves to he the only point on which we
cannot reach agreement.
