Letter regarding the possibility of producing a report on trade in the Gulf using his own observations and Pelly's personal papers and the potential publishing of a memorandum by Pelly.
The letter goes on to discuss the differences between trade developments in the Gulf compared with Burmah [Myanmar], China and elsewhere and the difficulties and restrictions placed on British subjects trading in the Gulf highlighting the import and export duties in particular.
