The letter is enclosing Willock's dispatch to the Governor of India, dated 2 May 1817, for the Resident's information. The dispatch, No. 10, concerns an agent to the Imam of Muscat being appointed to the Court of Persia and a firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’). signed between the Shah and the Imam of Muscat with regards to the Island of Bahrain, which the King of Persia has designs on and is likely to send troops in order to possess it. The remainder of the dispatch discusses politics at the Court of Persia, relations with Constantinople, military plans and attacks and recent difficulties in obtaining information.
Also included is a note to Sir Evan Nepean, dated 3 May 1817 requesting that the dispatch be forwarded once read.
