Letter regarding events in Muscat over the previous three years, the current situation with regards to Syed Torkee [Turki bin Said] and his potential plans to retake Muscat and the Sultanate as well as reporting on the various factions there and the fall in trade owing to the steamers not calling at the port.
The letter also discusses the possibility of claiming Gwadar through a loan with Muscat and Persia's interest in the place; and Russian and French perceptions of the British Position in the Gulf along with the need for a policy with regards to the Central Asiatic States.
The letter concludes by discussing Pelly's privilege leave and his hopes of using it to see the Himalayah [Himalayas] and the Vicerory (Richard Southwell Bourke, 6th Earl of Mayo) and the possible advances of the Wahabee [Wahhabi] Ameer (Amir Abdallah ibn Faisal ibn Turki) into the Gulf.
