The letter is direction to follow the orders of Captain Charles Elphinstone.
At the foot of the letter is the note 'The same to lieutenants John Hall, John Birket, and Richard Field who are in command of the Tyger, and Dolphin schooners and Wolfe Gallivat.' This is taken to mean that the orders were repeated to these individuals but the letters have not been copied out in full.
