The letter contains instructions for what to do with the ships (the Eagle, Fancy, Dolphin, Nancy, Revenge, and Tyger )and men of the expedition against Kharg Island now that it has come to an end. Further orders to protect all friendly shipping along the Gulf reflects the perceived threat from 'the Meer' [Mīr Muhanna]. The belief that there would be no use in attacking Kharg in the winter is expressed.
