Letter regarding Edwards having been officially gazetted as Acting Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. during Pelly's absence and therefore being awarded an advance in pay for the period; the Bombay Government concurring with the decisions Edwards has taken during this period; and Pelly's approval of the proposed remodelling of the establishment at Bushire.

The letter goes on to discuss the individuals that Edwards has sent to meet Pelly in Muskat [Muscat] and which items of Pelly's belongings they have with them; Aboo Esau [Abu Esau] who is in Koweit [Kuwait] and Edwards writing to him via Yusuf ben Bedr; difficulties in obtaining general information about Arabia; the increase of fever in Bushire; Sultan Moorad Mirza's nomination to the Goverment of Fars and Prince Assud Ookah Mirza's [Mirza Asadullah] nomination to the Government of Bushire; and regarding the valuation of Captain Jones House.

A postscript to the letter discusses Doctor Colvill's manner during Pelly's absence; the possibility of hiring Hajee Ahmed's son to work for Pelly and an account of the life of Khuluf ben Esau, also known as Abuu Esau.
