Letter encloses a copy of a circular letter, dated January 1811, from Richard Morgan, Assistant Secretary to the Marine Department, Bombay, to commanders of the East India Company's cruisers. The circular letter states that commanders, their officers, and their crew will in future be required to produce a certificate of their status as Company agents in order to receive advance payments.
