The letter contains instructions for the recipient on how much to pay the bearer of the packet in which the letter is included, dependent on the number of days it has taken to deliver the letter from Tehran to Bushire, thus providing financial incentive for swift delivery. Enclosed with the letter is another, from Willock to Bruce, dated 21 December 1819, describing the enclosure (not included in the volume) of Willock's dispatch of 21 December 1919 to Major General William Grant Keir. Willock requests that Bruce forward the enclosure to Grant Kier at the earliest opportunity.
