The strictest justice and fairness, with a generous libe
rality, should be followed; but a confident courage and
most uncompromising firmness should be shown in all
our dealings with these Asiatics. I have no patience
with the school of smooth words, low cunning, and pre
sent-making.

country by straightforward, open, liberal English gentle
