General position is thst Shaikh before taki/ig up financial
terms of Commercial Agreement has raised various objections over
other clauses some of which Mylles has succeeded in persuading
him to drop while others still remain for discussion.
2. Details of the position are given in attached Summary
provided by Mr.Clegg of the anglo-Persian Oil Company. The
Shaikh's demands in regard to Articles -.2 and 16 would apx^ear to
affect His Majesty's Government either directly or indirectly.
Article 12. This would give the Shaikh a veto on a
transfer, suggested by the Iraq Petrolaum Company, and approved
of by His Majesty's Government.
Article 16. Unless both the Shaikh and the Political
Resident agreed on the choice of an Umpire a deadlock will
result.
3. Anglo-Persian Oil Company informed me that from
information received they believed Holmes had immediate
designs of visiting ^atar to intrigue with Shaikh and asked
me to prevent him doing so if possible. Holmes arrived
