The letter is a covering letter, forwarding correspondence (folio 295) from Captain Arnold Burrowes Kemball, Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Turkish Arabia A term used by the British officials to describe the territory roughly corresponding to, but not coextensive with, modern-day Iraq under the control of the Ottoman Empire. , addressed to Jones and dated 25 September 1856, relating to the handing over to the Turkish authorities in Basra of a vessel carrying slaves and flying Turkish colours, captured by the British authorities. Kemball states that the vessel is in the hands of the Turkish authorities, pending reference to Constantinople, and that the Firman A Persian word meaning a royal order or decree issued by a sovereign, used notably in the Ottoman Empire (sometimes written ‘phirmaund’). quoted by Jones in his previous correspondence in the matter is the most recent and up-to-date.
