The letter is a covering letter, relating to reports by the Native Agent Non-British agents affiliated with the British Government. at Muscat of the ill-treatment of owners of vessels flying the British flag at Muscat. The first enclosure is a copy of letter no.32 of 1856 (folio 147) from the Persian Department, containing the substance of a letter from Heskiel bin Yousoof, the Native Agent Non-British agents affiliated with the British Government. at Muscat, to the Persian Secretary to Government, dated 8 January 1856, requesting clarification as to whether the vessel owners are considered British subjects. The second enclosure is a copy of a Resolution by the Board (folio 148), dated 22 January 1856, confirming that the owners of vessel flying British colours at Muscat can be considered British subjects.
