The letter relates to the imposition of a levies, including capitation tax, on British subjects at Muscat. Kemball writes to enclose a translation of an extract from a letter (folio 295) addressed to him from Khojeh Hiskale, the British Agent at Muscat, dated 24 February 1854. In his letter, Hiskale lists the classes of people at Muscat believed to be British subjects, which includes Indians and Banyans, and amounts to around 1,000 people. Hiskale writes that tax is levied in the form of duty on goods landed at the customs house. He also writes that he knows of no capitation tax imposed on Banyans or any other British subjects.
