The letter is a covering letter, enclosing letter no.629 of 1854 (folio 14) from the Right Honourable Lord Elphinstone, Governor and President in Council, dated 5 August 1854. In his letter Lord Elphinstone states that, because of the great demand for the services of the four steam ships available, he is unable to detach one of these vessels to the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . However, the Honourable Company's sloop Falkland can be despatched for a short time, temporarily relieving her of her duties of ‘watching the entrance to the harbour.’
