The letter relates to the recent emancipation of a female Somalian at Muscat, who had been kidnapped and sold into slavery at Soor [Sur]. Kemball writes that he has written to the authorities in Muscat, with a view to repatriating the woman and her brother, with the assistance of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Aden.
There is a single enclosure with Kemball's letter, a translation of a letter (folios 391v-92) from the British Agent at Muscat to Kemball, dated 2 November 1853, in which the Agent reports the circumstances of the kidnapped woman's brother requesting his help in retrieving his sister in Muscat, and the girl's account of how she was kidnapped from her own country by men from Sur.
