The letter concerns the state of affairs on the Arab coast, as relayed to Kemball by the British Agent at Sharjah. Kemball reports that a state of 'tranquility' currently presides over the Arab coast, though tensions remain between Sheikh Saeed ben Butye [Sa'id bin Butti] of Dubai and the Joasmee [Qasimi] chief. Kemball also reports of the notorious pirate Soheil bin Ateish and 'others of the same class' renewing their activities from the ports of Guttur [Qatar] are premature.
