The letter is an acknowledgement of Kemball's previous letter (folio 56) relating to the responsibility of the chief of Bahrain for maritime violations committed by tribes on the Guttur [Qatar] coast. Malet writes to advise that the Government of India has decided that Kemball can use his discretion in cases where the enforcement of the responsibility of a chief could lead to a tribe's renouncement of their allegiance to him.
