Covering letter with two enclosures:
1) A translation of a letter (ff 171-73) to Kemball from Sheikh Sultan ben Suggur [Sultan bin Saqr] chief of Rasul Khymah [Ra's al-Khaymah], dated 28 August 1852. Sheikh Sultan writes about the renewal of the Maritime Truce with the sheikhs of the Arab coast, and the recent act of piracy committed at Zanzibar by a boat from Ra's al-Khaymah (ff 101-103). Sheikh Sultan writes to complain of unfair treatment, citing numerous instances of trangressions of the truce by the other coastal town rulers;
2) Kemball's reply (ff 173-76) to Sheikh Sultan bin Saqr, dated 30 September 1852. Kemball addresses each of the claims set out by Sheikh Sultan, in order to challenge his accusations of unfair treatment at the hands of the British Government.
