Samuel Hennell refers to Justin Sheil's letter of 14 October 1850, which concerned an act of piracy committed on a boat belonging to Hajee Yacoob, in 1845. Hennell provides details of his attempts to settle the issue, including his most recent correspondence with His Royal Highness Feerooz Meerza [Firouz Mirza Nosrat-ed-Dowleh], and suggests that the frequent changes taking place in the Government of Fars may be an ostensible reason for the delay. Hennell also blames the delay on a system of procrastination and suggests that it might be advisable to press for a settlement at Tehran.
