As a matter of fact Messrs Tonokhans have made several
shipments of iron oxide from the Island of Abu Mnsa and In
view of the arsurance given "by His Britannic l!ajesty f s
Government they could reckon on undertaking further ship
ments at any time without meeting objections until the
exhaustion of the amount already mined.
The Imperial Government on their side thought they
could assume, after the Issue of the general Instructions
to the British Consul General In Bushlre by His Britannic
Majesty's Government, that the question of separate ship
ments would easily be settled between the two consular
authorities on the ground of the understanding arrived at
at the time, without a fresh discussion between the two
Governments being necespary In each case.
In view of the above mentioned assurance of His
Britannic Majesty*s Government and of the negotiations
which preceded it, it Is difficult to understand how the
idea can have arisen that permission to ship could be Issued
to Messrs Wonckhaus only in connection with their contracts
and should be to some extent„dependent on the latter. In
this connection reference must be made to the German Uote
of July 26th 1910. When His Britannic Majesty's Government
in their communication of August 22nd 1910 call attention
