Agreements, "but that this had finally been taken out
of the Commercial Agreement and put in an Exchange of
Notes. Colonel Povjle suggested that the Sheikh of
Qatr might say that he was prepared to sign the
Commercial Agreement but that before actually signing
he would like to see the terms of the Political Agreement
or, alternatively, t-hat he might sign the Commercial
Agreement and leave it to the Company's negotiator to
explain that the Agreement must be subject to the
approval of H.M.G, Mr, Lai thwaite suggested that it
would be best, if possible, to get the Sheikh to sign
subject to the approval of H.Iv'.G, without mentioning
the Political Agreement.
It was finally agreed that the most suitable
procedure would be that, simultaneously with t.he
signature of the Commercial Agreement, there should be
an exchange of letters between the Sheikh aid the
Company to the effect that the Agreement had been signed
"subject to the Sheikh's treaty obligations to H.F.G,"
There would thus be no necessity for any reference to
the Political Agreement in the concession and the Sheikh
need not know that the terms of the Political Agreement
