Letter informs that a system of watch and cruise had been established in the Gulf to prevent piracy. Includes a letter (10 April 1821) from Major General L Smith to Captain Moughan or Senior Officer Commanding the Company's cruizers, Qishm, giving details of this system of watch and cruise. This letter gives instructions for the Teignmouth to proceed on the Arabian side of the Gulf from Ras al-Khaima [Raʼs al-Khaymah] to Bahrain and to observe the ports noting how many ships there are and whether any new buildings had been constructed; this survey should be followed for six weeks, weather and supplies permitting.
After collecting supplies from Muscat the Mercury was also to follow the same route. Boats producing Registers and Certificates from Captain Thomas Peronnet Thompson were to be allowed to proceed. The aim of these cruises was to monitor the implementation of the General Treaty of 1820.
