One of the chief reasons for dispensing with
Thomas' services is urgent necessity for retrenchment in
Muscat /Expenditure. This has been further emphasised by
recent heavy fall in dollar exchange. I therefore
deprecate any higher salary than rate proposed unless it
is impossible to obtain suitable officer on that pay.
