The Grand Vftzier gave me to understand that Aziz All
Bey's arrest was due to his attitude towards the Government
since his return to Constantinople, and it is clear from what
I have since learned from other sources that the matter is
really a political one, for there is no doubt that Aziz Ali Bey
has been one of the leading spirits in a group of young Arabs,
officers, and others, who are dissatisfied with the present
Turkish Government. It is difficult to gauge the importance
of this group, but it has come to my knowledge that some at
least of them are identified with more or less definite schemes
for organising a movement which would aim at releasing the
whole region fromidosul to the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. from Turkish
domination. They claim to have established coinmunications

with various Local nubilities, including the Shaikh of Koweit,
whose sympathy they say they have secured, and one of their
