5th, on the question of the Muscat Arbitration,
There seems to be no doubt that in the list
certain owners are shown as possessing more*"
dhows than are actually^ possessed by them.
This is denied by the French Consul but he may
havB been imposed upon.
In the event of a special envoy being sent
by the Sultan of Muscat to enquire from the
owners,the submission of all details will pro
as before

Before the 2nd January 1892 when the Brussels Conference General Act was ratified France was entitled to authorize vessels belonging to subjects of the Sultan of Muscat to fly the French flag only and be bound by French legislative rules.
