Letter regarding affairs in Kelat and a telegram from Sir Seymour Fitzgerald (Viceroy of India), concurring with Merewether's views and opinions on the matter and disapproving of Colonel Robert Phayre's policy and proceedings.

The letter goes on to discuss a meeting Merewether is having with Mr Robert Davies, the new Lieutenant-Governor of the Punjab, in which they will be discussing frontier affairs and referring to the untimely death of the previous Governor, Sir Henry Durand, whom Merewether had respected and would have preferred to have resolved the frontier question with.

Also discussed are Afghan affairs, including news of a night attack on the camp of Yakoob Khan [Mohammad Yaqub Khan] which has dispersed his army and left him a fugitive.
