Letter introducing Colonel Charles Herbert, who has been sent to Baghdad (as Officiating Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Turkish Arabia A term used by the British officials to describe the territory roughly corresponding to, but not coextensive with, modern-day Iraq under the control of the Ottoman Empire. ). Merewether believes the appointment to be a reward for Herbert's defence of Attock in 1848.

The letter is dated 16 August, however as Colonel Herbert's appointment in Baghdad commenced on 29 May 1868 this letter can be assumed to be from the same year.
