Part of a letter regarding the disgraceful way in which the Admiralty intend to replace the Indian Navy; the availability of vessels to support Pelly in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; a visit from Sir Robert Cornelis Napier; and the need for a man-of-war and a troop of horse to support actions in the interior of India.

The letter itself is undated, however the visit from Sir Robert Napier is likely to have taken place between 1865-1867 when Sir Robert was Commander-in-Chief at Bombay, working alongside Sir Bartle Frere, the Governor of Bombay.
