two important points were control and
exploitation; and it would have to "be
dwciaed what our minimum requirements in
respect or them v/ere to be. If H.M.Q.
decided to lay down the principle that both
control ana exploitation must be British,
whatever might be the nationality of the
Company ultimately controlling the concession,
and we could secure acceptance of these
terms from any concessionaire, so much the
better. If it proved impossible in
practice to go so far, and to secure etiective
British control, then we ought as a
minimum to require that local representation
and exploitation should be in British hands.

The papers in this volume date mostly from 1933-1934. The volume contains copies of correspondence between the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. at Bahrain and the Secretary of State for India in London about oil concession in Qatar and the negotiations between the Anglo-Persian Oil Company (APOC) and the Sheikh of Qatar.
