Draft letter in pencil from Pelly to 'his excellency' (most likely the governor of Bombay) regarding his visits to Muscat, the progression of the Telegraph Station at Jashk [Jask], a misunderstanding Colonel Disbrowe had which needed to be resolved by Pelly and other matters in Muscat and Bushire.
The draft also contains Pelly's thoughts on rumours of a possible attack on the agents at Muscat and on Pelly himself; his relations with local chiefs; his workload as resident of Bushire and the responsibilities of the Indian Navy with regard to the east coast of Africa.
