Pelly's draft, primarily written in pencil, regarding a possible alternative location for the Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. and its benefits and disadvantages.
Pelly proposes a possible location at Cassab [Khussub] on the Mussundoom [Musandam] Promontory which would put the Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. , Telegraph and Coal Depot in the same location and would provide better commercial and political links, would give command of the entrance of the Gulf and would potentially provide better support for local agents in the area.
The letter goes on to describe how the changing politics of the region support the proposal, particularly the decrease in power of Muscat since it and Zanzibar had become separate Sultanships; how the proposed changes would affect Bushire; suitable locations where the telegraph could be landed at which agents could cope with the climate; and the future impact of Turkey and Russia on the region.
